Start>Search>Name of File. Most downloads tell you when they're finished and if you need to manually install.

I wouldnt have asked this question if i needed the answer which u gave!! My question clearly states how to check if IE has 'finished' downloading an application and that too in 'command line'.

OK, I'm sorry I didn't realize you were talking about a CLI. After you enter your command and it's executed, you should get either a text message showing the result or an error message. If it's advanced (scientific community usual users) then validation and interpretation also occur before execution.
If you're talking about the command prompt in a GUI set-up, then I'm still missing your point. Seeing you're using XP, perhaps a description of exactly the command you're trying to execute would be helpful.
