IBM T-23 Post problem

I am new to this site but thought I would give it a try. I have an IBM T-23 laptop that will not boot up. I get no post from the BIOS. All I get is the fan/power supply spinning up and spinning down, nothing on the screen. I have removed all peripherals still to no avail. Does anyone know of any troubhelshooting guides for IBM or have seen this problem before?
