Does anybody know how i reboot my phone from here?

I know, but when I select reboot, it merely sends me back to the top of that menu

Nothing, I just went to turn it on and this screen was all I got

you might need to bring it in to be looked at. i'm not sure what causes it to do that.

i would try charging the phone for an hour and try again turning phone on.
