Okay, So lets try and answer this to the best of my ability.

Do you get the same issue using the Onboard Sound? Yes, Both sound cards have the exact same affect, Although actually, If i touch the green connector of my head headphones to any piece of metal in contact with my motherboard, it makes the noise.

PC Specs?
MoBo: Gigabyte GA-970-D3
CPU: AMD FX(tm)-4100 Quad-Core Processor
RAM: DDR3 8192 MBytes
Graphics: NVIDIA GeForce GTX 550 Ti Revision A1
PSU: 750 Watt
Uhm, Im not exactly sure what brand of PSU or anything like that... but i have a feeling it is that.

Pre- Built Brand & Model Number
It was pre built, but they dont sell the same type of computer anymore, but it was a "Mega Special 1" From CyberPowerPc

Note: This is not the computer i bought, And it is probably the only one you will find on Cyberpowerpc.com

Yes yes, my bad.

I don't see any sound cards listed in the specs?
MY original one is a "Realtek High Definition Audio"
And the one i bought is a "ASUS Xonar DG 5.1 Sound Card"

Do speaker and headphones both have the issue? Yes, everything makes the noise, except USB plugged in headphones.

Brand & Model of the PSU?
Do you have anyway that i could check my PSU?

How old is the PC?
I got it in the February of 2012

Realtek High Definition Audio is Onboard Audio.
ASUS Xonar DG 5.1 Sound Card is a dedicated audio card.

Using USB headphones would be using the Onboard (Realtek High Definition) so the problem is most likely the dedicated (ASUS Xonar) card.
