HP N5445 will not cool normally, Fan Test OK

Hi,
My Hp Pavilion N5445 laptop will not cool normally. It will pass the "Fan Test" just fine (Fan Test in HP diagnostics turns on the fan for a few seconds. If you see or hear it operating, it passes). It is not dirty, although I have not taken it apart to inspect further. I reloaded the software from the included HP Recovery disk set with no improvement.
The chipset is Intel® 82801CAM I/O Controller Hub 3 (ICH3-M). This chipset supports Active Cooling (From the Intel documentation: Active cooling involves fans. The GPIO signals from the ICH3 can be used to turn on/off a fan.)
Is there any way to troubleshoot this or use the Command Line to invoke the operation of the fan?

Hi and welcome to TSF I think you should invest in a can of compressed air and blow out the airvents and fan you can also run this to monitor http://www.hmonitor.com/

The fan and the area around it is clean. There is no evidence of dirt or dust: the fan blades are clean which is a sign that the fan has never worked properly.
I opened the computer per instructions from HP and saw that the inside of this computer is spotless. I believe that this 8 year old computer (that I got for free) has never been used due to the fan control not working properly. The owner had a problem (overheated) and just turned it off.
How can I troubleshoot this problem? I've researched this computer as best as I can. It is not a dirt problem. Please reread my first message.

Hi ok fair enough is there any chance the fan has damaged wiring or a bad connector or the pins in the mobo are poorly soldered
