I know there is a way to burn DVD's to CD-R's? I know some one knows how to do this..........

There isn't- at least not of the same quality. If you want to burn video onto a CD-R, it would have to be burned in MPEG format. This is called a VCD.

I heard that VCD, can play on a normal DVD player is this true?

VCD's play on a lot of newer DVD players, but anything older than 2-3 years probably won't play them.

So how do I do this? I just convert the DVD to MPEG? Then burn it to the disc?

Look around for programs such as:

DVD-TO-MPEG
Easy DVD Ripper
Max DVD To Mpeg
Super DVD Ripper

To name a few. Since you're in the US, I believe most of these are illegal to use since they all use the outlawed ripping scheme who's name I forget at the moment.
