Just give the designated Users(s) access under the particular app using APP Permissions. Just because you installed with them as Temp Admins. didn't give them any permanent status.

What AV are you using? Does the app work for the user with AV turned off?

It looks like the problem is in Group Policy. See what restrictions you've placed.

Could you create a new user on active directory and if it works delete the problem one?
