High CPU Temperatures & Usage

I bought a Sony Vaio VGN-NS330J last November and up to last week I've been noticing that the computer has become a lot slower. The CPU Usage is always high, above 70% and sometimes it's at 100% near constant. The temperatures are between 54-65 degrees Celsius and I've never seen this before.
I ran scans with Spybot, AVG, Microsoft Security Essentials and Malware Bytes, where 3 threats were removed.
I selected important services and programs to start up and the task manager shows 100% CPU usage yet the programs that are using CPU memory; merely add up to 28%.

I bought an air compressed spray and sprayed the vents, and ports etc. of the computer, and I cannot seem to see the fan speeds. I tried SpeedFan and another software to display computer statuses and both of them only display temperatures and not fan speeds. And yes, I do have a fan, lol.
The RAM is always under 50% usage.

I am using a Pentium(R) Dual-Core CPU T4200 @2.00 GHz
Memory: 4GB
System type: 64-bit Operating System
It's running Windows Vista Home Premium SP2

CPU usage and memory usage are 2 different items, one can be utilized more then the other.

Use NHC(notebook hardware control) to view the Temp of the CPU and the speed(Mhz) if for example it's running warm it'll slow the cpu speed to reduce heat> http://www.pbus-167.com/nhc/nhc.htm#anchor_download
