If you can't get the file, you can do an unstandard install. First, to stop it from loading on bootup, go to Start>Run>type "msconfig" without the quotes, and click on the Startup tab. Uncheck any ICQ entries in there. Restart the PC and click OK to the MSConfig checkbox on bootup.
Now you can just delete the ICQ folder from Program Files.
I know this isn't the best way to uninstall software, but in this case it may be necessary. Uninstalling this way will still leave some entries in your registry and maybe a file or two on your PC, but it shouldn't effect your PC in any way.
