I have been overseas for the past 3 weeks, with my laptop off, at home. when I first tried to turn my laptop on again, it will not start. I have charged it for the last 24 hours. The charging light is on, but when I push the power on button, the button itself lights up for about 3 seconds before turning off again. Nothing else happens and it doesn't make any noise what so ever. It's less than 1 year old and I've never had any problems, prior to now. Any obvious ideas?

What model Toshiba?

Perform the following steps:
-Remove the battery and Power adapter
-Press and hold the power button for 30-45 seconds (with battery and power still removed)
-Insert just the battery and attempt to boot the laptop.

Hello ollardo and welcome to TSF,

Did you store the computer with the battery installed?

First thing to try is to remove the battery and attempt to power the system on with the power supply only.

If that doesn't work, try a hard-reset. Remove power supply cord and the battery. Press and hold the power button for 30 seconds to discharge any residual energy. Replace the power source and attempt to power on the laptop.

If these do not work, the laptop will require more invasive troubleshooting which can void your warranty. Since the laptop is under a year old, I would then suggest contacting Toshiba for RMA repair.
