Microsoft has nothing to do with HTTP error codes.

You are getting a 403 error because there is an access problem. The page works, but you are being denied access for some reason. Are you typing your password correctly? When did this start? You should probably try checking your mail at a later time in case it is a problem with the server.

If you can, try and find another PC to check your mail. If it still gives you the same problem, and your username and password are correct, then it is probably a server-side problem and the best thing you can do is wait to check your mail at a later time.
