I'm not much of a programmer but I'm pretty sure that the .NET framework will have what you're after. I.e. TCP/IP libraries and file copy libraries.

From there it would be a case of getting one program to listen for connections and the other to connect to it via the IP address then of course select the files you want to send.

Sorry but that's the best I can do in regards to making a program from scratch.

But other than that, if you're sending files over a local area network why not simply use the file sharing features built in Windows? Or if you're sending over the Internet what about using an FTP server?

You may also need to know the incoming/outgoing ports you will be using for file copying, depending on what you choose to use.

This should work while inside the network, however if you will be having it cross your gateway from the outside of your network, you will need to configure NAT/PAT on the router(s).
