My friend gets these problems on his comp:

Screen gets a Fuzzy Blue Line ~~~~~~~~~~~~ see in the attachment

When I open a new window or open a multimedia file my screen goes fuzzy, until i open a new window

Last time I watched a movie, my screen would go fuzzy/blurry and crash, restart and ask me to boot into safe mode. The same thing happened when i played Warcraft 3

The good news is that the monitor is not the issue. The bad news is that the video card or driver for the video card likely is the cause.

Troubleshooting video cards is quite simple thankfully. Do these in oreder
1. Reinstall the video card driver
2. Update the driver
3. Reset bios to default settings (f10 on boot, F5 in bios, f10 to save and exit) <-IMPORTANT: If the video card is not integrated you may have to go back in the bios and select the Advanced tab and change the video to to AGP or PCI-E depending on the type of port the card is plugged in.
4. pull out the video card and plug it back in. If the video card is integrated to motherboard than just remove the ram and plug them back in.

Start there and see what happens.
