HD 4670 blackscreen problem.

I bought a new HD 4670 AGP 8x videocard for my PC, and there was a problem, when i connected it 2 my motherboard, the videocard didnt give any signal to monitor and black screen all the time, couldnt see POST screen.
I have Intel 865GV motherboard.
400W PSU with 20A on +12V rail.

I have reinstalled Windows, reinstalled BIOS, upgraded BIOS, tried both VGA and DVI ports, nothing gets me out of black screen. :(

What's the make and model of that PSU? 400w and 20A is a bit low.
Also please include the rest of the specs.

+ I heard the 4670 was a power efficent card, so it doesnt need that much power.
It's not a power hungry card, but your PSU, Which is so far nameless unless you can tell me what brand it is, doesn't have enough amperage on the +12V rail .You need something like 30A for that card and possibly a bit more wattage than 400.

the rest of the specs would be: Motherboard-CPU-RAM and the brand of that PSU.

PT 4 3,2Ghz HT
1,5GB DDR RAM.

I dont know the brand of PSU, probably somekinda ****** one.
You don't want a no name PSU to damage the new card I would assume?

That video card requires a minimum of 400w, so you should go above it a little bit.

This is a very good PSU and will have no problems handling that card.
