Hello T.S.K and welcome to TSF,
I have created a new thread for you,
download Revo uninstaller from my signature
use it to uninstall GTA SA and remove all the registry entries and all its remaining from your HDD when prompted
restart your PC
install the game, after that right click on the game's shortcut and choose properties -> compatibility -> choose Windows XP SP3 also run as Administrator

Thank you for the help. I have a few MODS downloaded to the game, so when I uninstall it, will those still be on the disk, or is it saved elsewhere? I wish not lose all my downloaded MODS.

Well, I did what you said. Bad decision. Lost everything. Lost MODS, saved game data, back at the beginning. I wasted my money. So much for something to do. I guess I will find something else to do.

Why didn't you backup your saves and mods before deleting?

If you downloaded the mods, they should still be in the folder where you downloaded them to. If you need to download them again, there are a few hundred free ones to choose from here: http://www.strategyinformer.com/pc/mods/grandtheftautosanandreas/mod.html

For Vista, the saves are stored in C:\Users\your username\Documents\GTA San Andreas User Files

The mods can be reinstalled easily, and uninstalling the game shouldn't have deleted your saves. They are stored in a different folder to the game.
