Just hooked up a D-link Di-634m 108mbps mimo router and 2 d-link 108mbps mimo cards. I was getting 108 mbps speed until I set up WEP encryption and since then am getting only 54 mbps speed. Any ideas?

There's your problem right there. Encryption reduces throughput.
