I have a Fry's FM 7340, it went belly up a week ago. Has an IDE 80 hard drive that I was told works, but they said that they think the mother board went bad. Had it for 4 or 5 years. Does anyone know if I can get a replacment motherboard? Or put the HD in an external case and access it?

You should be able to put it in another case to access it. The only problem with getting a replacement motherboard is that Microsoft then considers it a new computer (unless you get the same motherboard).

If you can get the same motherboard then you could just use it as a replacement, though you may have to call Microsoft and explain what happened before being able to use the computer again.
