fps Lag/sound distortion

a real problem has shown up on my computer seemingly out of nowere. I logged onto world of warcraft today and out of nowere i experienced terrible lag and sound distortion as if the sound were trying to match the slowness of the screen. prior to this ive run wow perfectly fine without a trace of lag. i decided to try some of my other games and it also affects them as well, ive been searching online for a solution for hours with no luck please help me.

Follow the steps listed in this thread, and post whatever it asks.
ive gone through all the steps and even went so far as to reinstall windows on a fresh partition with no luck. Here are my system specs

Can you get us your PSU specs?

Open up the side of your computer and it should look like a box with wires coming out of it.

We need:

Make
Model
Wattage
Amps on 12vrail

If you want you can take a picture,whichever is more convenient.
