I have purchased hosting services and a domain name for a bulleting board. Until I can get everything in order with the board, I have uploaded a jpeg to my public_html folder with a coming soon theme to let people know what to expect- when somone logs on to my website, all they see is the index and a link to my jpeg. I'd like them to see the coming soon picture instead of the index.

Can anyone help me figure this out or point me in the right direction?

You'll need to put in an index.html with an <img src="yourpic.jpg"> in it

OK- got it- thanks! Now- any idea where I should place the files for my bulletin board? I understand it has to be associated with a database and that it should be placed in the "base" location? Any help on this?
