i had this problem before then, a few weeks after i encounted it, i tried again and i did not have this problem, but i cannot remebr what happend to stop the error from coming up..

Try it in Safe Mode

What is the font associated with?

Do a ctrl+alt+delete and seeing if anything's using the file, and end its process

Why are you placing these in the Control Panel?

Yes, something in your system is most likely using it at present. You should be able to move it after rebooting (restarting). If not then certainly in Safe Mode under normal conditions.
