Try deleting in Safe Mode

You can also try using MoveOnBoot
MoveOnBoot allows you to copy, move or delete files on the next system boot. This can come handy if you need to replace or delete files that are locked by other applications, loaded into memory or cannot be changed until next system boot.

If that doesn't work, which I believe it should, try Killbox

Its absolutely of the same kind but I've seen it effective where others are not and its used to remove stubborn spyware/malware most often.

And if none of the above work, the folder may have security attributes that must be changed in order to delete the folders. Try this:

How to take ownership of a file or folder in Windows XP
http://support.microsoft.com/kb/308421

I had 3 malware files today that I could not delete. I tried Safe Mode, Killbox, Moveonboot, deleting from recovery console, and nothing worked.

Followed the instructions in the KB article and Bam! Files gone. Tuned out no user groups had priveleges to manipulate the files.
