I was given an I/O Magic Gigabank 320 GB external hard drive to recover, and I'm stuck. It clicks once every 3/4 a second once it is powered up. When I opened up the hard drive itself, I noticed that the arm travels out about 1/2 way then returns to where is started. Most web sites I have gone to say that at this point the hard drive should be taken to a specialist. My question is this: what can a specialist do that a regular IT can't? I'm not on an ego trip here, I just want to know what these specialists know so that I can do it. Thanks!

Well, I would say it's a very bad idea to crack open a hard drive in anything other than a clean room, but then again that's why specialist recovery tends to cost more resource-wise than what the typical IT pro can provide.
