Explorer.exe continuously crashes

Hello I have currently run into a problem where explorer.exe will continuously shut down. The desktop and start menu are gone. I can bring it back up through task manager but it will disappear after a few short seconds. That and Vista has been running slower since this problem occurred. I was wondering if anyone would be able to tell me the source of the problem.

I don't like the process named Exterminate.exe. Unless it's a program you know and trust, terminate it, then open its file location and delete it, and its root folder. If it's a program you know and trust try downloading Ad-Aware 2007 SE Personal or the '08 version if it's out for free use. It will scan your computer for spyware, which is probably what's slowing down your machine.
Exterminate.exe comes from pcpitstop.com Although I am not sure how respectable they are, this program has definitely found viruses and/or adware that truly was on my computer and hasn't (to my knowledge) caused any problems. I wish I knew a bit more about the company because I wonder how that program can find so many different forms of malware on a computer while others I have tried cannot.

I also run Advanced Windowscare V2 Personal. Is that program worth using?

EDIT: I think I may have found the problem. This thing called "cmds" without quotes keeps appearing in my start up list when I type in msconfig. It's an unknown file and wasn't there before. I really don't think it's supposed to be there and I have the registry location. I don't want to delete it just yet just incase I am wrong. I have been wrong many a time before. :grin:

Under Registry Editor I found this:

Everytime I delete it, change it, take it off of start up, something on my computer keeps putting it back on. I searched the dll at the end of this data sequence and it came up as a dangerous threat.
