So I just ran a debloater on Windows 10 (because I was experiencing slight issues and figured I could improve the performance this way) and it ended up dropping my fps in games to the decimals somehow. I am now legitimately getting less than 1 frame every second no matter what game I'm running. This seems to only affect games, since everything else runs smoothly including videos from YouTube. I'm willing to provide all the additional information I can but I need the issue solved ASAP

Never run that type of app. See if a System Restore gets you back to where you want to be or if the "debloater" has its own restoration feature.
