Expand hal.dll - Access Denied

Hi,

I messed round with my bootloader trying to get rid of the old Vista one. Only for the Vista one to still come up. When i slect the Older Versions of Windows i get the old error message "missing hal.dll". So i popped my Xp disc and entered the Recovery Console. It asked me for my Admin password which i just left blank and i hit enter. It gave me the command line where i used the "fixmbr" and "fixboot" command. Both worked apart from the "expand" command i used to restore the hal.dll. I am positive the command had no mistakes in it but when i hit enter it came up, "Access Is Denied".

Please help me.
