Does this happen with all emails or just this email address?

Have you contact your ISP who holes the emails?

Can you try sending your email from something like yahoo or gmail account?
If your PC is from work/school/etc there could a restriction placed on it.

Also your country could have a restriction on it.

from Gmail & Yahoo its sending.
i am working in IT-Dept. we don't have any restrictions.
Also our country is UAE, and checked with our ISP they informed as from there side is ok.

You got the standard non-delivery notice. Make sure the address is absolutely correct and re-send. There are many reasons for non delivery so if you are in contact with the recipient, asking them many times rectifies the situation.
