email alert if network connection stops sending and receiving

hello all.

i have PCs hooked up to an UI application on a server that monitors usage. Every now and again the UI app for a random PC drops. When it drops i have to log on to the server and reconnect (right click on the UI app and connect). The PC are connected to the server through Local Area Connection 2. When the connection between the UI app and PC drops, i am still able to ping the IP.. but the sent received packets stops updating. Do you know of anyway i can set up an email alert to notify me if the sent received packets stops updating so i know to log on to the server to reconnected the app?
