Elder Scrolls Online running at 12 FPS

So I have played ESO before on this pc, according to Can You Run It I should be able to run this game at maximum with these specs:

Processor Intel(R) Core(TM) i7-4700MQ CPU @ 2.40GHz

Video Card NVIDIA GeForce GTX 770M

Video Card #2 Intel(R) HD Graphics 4600

RAM 12 GB

Operating System Microsoft Windows 10 (build 10586), 64-bit

I think the only difference being before I ran it on windows 8 but there shouldn't really be a noticeable difference like this between operating systems. My computer plays all other games perfectly fine still and I used to run ESO at almost maximum (even though I should have been able to run it at max). But now I'm literally only clocking in at 12 FPS and as soon as I launch the game and my GPU usage spikes to maximum for some reason. Does anyone know anything that could cause this?
