Windows XP Media Version with Service Pack 3 and currently EI8.

One secure web site denies access to sign-in page with message that 128-bit encryption is required. Prior to April the site had been accessed routinely. Since then, the following upgrades have been installed:

Security Upgrade for XP (KB923561)
Security Update for MS Office and Excel 2003 (KB959995)
Windows Malicious Software Removal Tool (KB8908030)
Cumulative Sec Update for IE7 for XP (KB963027)
Security Update for Windows (KB961373)
Security Update Window (KB959426)
MS.Net Framework 3.5 Svc Pk 1 & Family Update (KB951847)x86
Update for MS Outlook 2003 Junk Email Filter (KB969376)
Internet Explorer 8 for XP
Update for IE8 Dynamic Installer Comp View List for XP (KB968220)
Update for Windows (KB 961118)

Computer can access other comparable secure sites, and computers at other locations using EI8 can access the site that is denied to the problem computer.

The site can also be accessed using a Netscape browser just installed on the problem computer.

The following corrections have been attempted:
Deleting EI 8 and reinstalling EI7
Deleting browsing history
Clearing the SSL state
The SSL 3.0 and TSL 1.0 boxes are checked and the SSL 2.0 box is not.
