I had the same error when logout windows. To fix my problem i went to Control Parel/Administrative Tools/Computer Management , then go to System Tools - Visualize events. There are 4 folders, go to System folder and see a red button with a white x and double click.
Will show u what program is doing the error, in my case was a software of my Samsung monitor, i uninstall it and the error gone. I did not reinstall it yet but will do soon. hope this help u.
