From my understand, although I could be wrong, is that DVD movies are encrypted, which makes them very hard to burn. There was a code going around for linux machines that would un-encrypt them but most places that had the code took it down or was sued.
If you want to do something like convert your home videos though, you should be able to burn it in VCD format. Not all DVD players will see a burned DVD though.
