The site in question could have bandwidth throttle in place, or it could simply be a matter of geography.

Run a speedtest from here: Speedtest Make sure to select a test server near to you.
it could be the site itself is very busy and this could affect your access.
I have an account and haven't had the problem before, could my ISP be throttling me? Can they do that?
isp can throttle but since it is the only site that you said is having issues, I would have to say it is megashares. They could be having some technical difficulties, could have a lot of traffic on the same server your account is on or many other possible reasons. Contact them and ask.
