You can try and so a system restore to before this happened.
Go to Start)All Programs)Accessories)System Tools)System Restore.
This will take about 15 minutes depending on the state of what you are restoring to.

It looks like a display driver issue. I had a similar problem on my main system here when I would move a program window from one monitor to the other (I have a dual-monitor setup). It would happen other times too but that would almost always cause it. I updated the display drivers to fix it.
