directx features probs

Hi, I have just bought a newish sony laptop. specs are 2.8ghz p4, 60 g hdd, 512 ram, ati mobility radeon 9200. I have just bought command and conquer generals and it wont load up, and sends msg saying to check i have directx 8.1 or higher which i have and to check my video card meets minimum spec, which i think it does.. yet.. when i run a directx diagnostic check, it says the 3 features of directx are unavailable. are these drivers i have to download or is my video card just not cutting it? Please,Please help..

reinstall directx
