This issue may occur after you have chosen use an image from an Internet page for the Set as Wallpaper option, which saves the image as the Internet Explorer Wallpaper.bmp file.
RESOLUTION
To work around this issue, reset your desktop background to None, and then reset your desktop background to the one that you desire:
Click Start, point to Settings, click Control Panel, and then double-click Display.
On the Background tab, click None, and then click Apply.
Repeat step 2, click the desktop background that you want, and then click OK.
