I'm new at trying to administer our very small network. The machine in question is running Win 2000 Pro and I want to deny a specific user (in the restricted users group) on a specific networked machine ( networked to Server 2003) from accessing the Administrative Tools in the Start/Settings/Taskbar and Start Menu\Customize\Display Administrative Tools. Any help/direction would be appreciated.

Chances are the Admin Tools folder on the start menu is stored in C:\Documents and Settings\All Users\Start Menu.

Set the NTFS permissions to deny access to either a User or Group. I suggest you make a Global Group so you can add/remove members as needed.
