Before starting defrag press control+alt+delete. It will give you a pop-up window of all programs currently running. Click on a program and press the close button. Then repeat the process.

Close all programs except Explorer and systray. After you have done this try to run scandisk/defrag again and see if it works.

Or you can just do it in DOS.

Solution

I have also had that problem before and one solution is the following:
Reboot and go into safe mode (press F8 while rebooting
and choose safe mode, which is usually #3). You can
run defrag and scan disk from there.

scandisk & defrag

thanks for the info. i had the hard drive checked, it had many flaws(bad places on the disk) so i had a new hard drive installed.

i think it was the hard drive causing it.

thanks again
