Custom Computer Overheating?

I just built a computer and the cpu is running 60c idle. I don't know why its running so hot there all new parts. And i just replaced the heatsink with a more expensive one and nothing changed.

Mobo: ASRock ConRoeXFire-eSATA2 Socket 775 Motherboard, PCI-E #220723824369

Processor: Pentium D 930 3.0ghz Dual Core

Heatsink: CPU COOLER TITAN|TTC-NK35TZ/RPW/V2

PSU: PSU DIABLOTEK| PSDA500 500W RT

Ram: 2gb ddr2 533mhz

Graphics: Nvidia Geforce 9400 gt 1gb ddr2

Any suggestions on why my computer would be overheating?

Post the temp and voltage readings from the BIOS.

Make sure that the heatsink is properly attached and seated correctly.

How is your case airflow? Fan orientation ?
Post your Temps & Voltages from the Bios. I would be suspicious of the Diablotek PSU.
i had a different psu in there to begin with and was same. And bios are factory still i havent changed anything. Nor can i reduce them any. Airflow is fine i even had the case open but it still didnt go under 58c. I'm thinking the motherboard is messed up because it has a bios error for the firewire. So im going to contact the manufacturer
