Ok, I Know That There Is GTK+ For Linux Which Can Work For Windows, But It Needs An Interpreter. OpenGL Works, But Is Different When Cross Platformed, Windows Forces An Implemation Of the Windows header. So My Question is that is there a Library or header that allows for graphical programming that doesn't need an interpreter or anything special to run?

You could try SDL. Like with OpenGL, the user will need the runtime libraries installed. I haven't done much with it, but it seems easy to learn and runs on almost any platform.
