Creating an Employment site

I'm new to website design. I know what I want to do, but I'm not quite sure how to do it. I want to create a site where an employer can post an open position and it would be immediately searchable by those looking for work (like Monster or Careerbuilder). I am thinking that this would involve the employer filling out a form that would link to a database. In turn the database is what those looking for employment are actually searching. Am I correct in this assumption? Also can anyone suggest easy to use web design software that would provide these functions?
