Well, unless you already have it, you need the contents of the WIN98 directory on the CD to install W98.
I'm somewhat at a loss as to what the issue is, you can visit Bootdisk and pick up a boot disk with CD support if that's what you're lacking. Then, you just fire up setup from the CD and away you go.
