Well if it does not work, you may already need a new CPU...AMD processors will fry in about 1 second without a heatsink fan. You may be alright becuase you did have a heatsink, just no fan.
When you installed the new heatsink you did use a thermal compound between the CPU and heatsink correct? Also, when you got the heatsink, did you spin the fan? If you spin the fan manually you will burn out the motor and it will not work. Other than that, make sure it is plugged in, in the right direction...
