Control/Monitoring Other PCs

Hello. At home there are 4 computers. Three laptops and one desktop. All use the same network to connect to internet. How can I have access to/control/monitor others on the same network? Basically see what the other person is doing and limit things they can do from my computer.

I think that an Adult or a Parent in your home should be dealing with this and whoever is paying your ISP for the Data (Internet).
