theres ati tool. if you dont want to deal with its crap, i know i dont, you can modify the bios to run the fan at 100% all of the time using this program: http://www.mvktech.net/content/view/33/37/. basically, download your video card's bios from http://www.techpowerup.com/bios/, load it into the program and set the fanspeed to 100% for all parameters, and save it under the original bios's name. then, use this program to flash the bios: http://www.techpowerup.com/downloads/281. note that this will void the warranty, and flashing the bios always possesses the risk of making the card a paperweight with a difficult recovery process. if you dont feel comfortable doing that, again theres always ati tool/rivatune/ati tray tools, but you have to set everything up again everytime you reformat windows.
