Story: I was performing a factory reset on my computer because it was running slow and I have all my work saved on Google. During the reset, I thought it was frozen at 31% completion. Me being an idiot, I pressed the power button to turn it off. Now it won't turn back on. I can get to different boot up menus, that is about it. I also got a Windows 10 recovery disk to get it back but the computer doesn't want to read the disk when it is in. Can somebody please help me? I have an HP Pavillion 23".

Hi, reading the disk may mean accessing the BIOS and selecting first boot device as cd rom drive. Reboot computer press F10 to access the bios set cd rom as first boot device save settings and exit bios insert the disk and reboot computer.

In addition to what Jenae is saying, you can also press F9 at bootup and do a one time change of the boot order to CD/DVD rom.
