Do the fans spin and the lights come on?
Do you get anything on the screen? Or is it totally black?
Have you tried a different monitor? Try to attach the laptop to an external monitor through VGA?
When you start the computer do you get the black POST screen that shows the hardware? If so, do you have a Windows 98 Bootup Floppy?

Ok, then remove the battery and just run it off of the power adapter. If that still doesn't work, remove all but one stick of RAM and remove the HDD, try to boot to Setup (Bios) If that still doesn't work, then the video adapter which is soldered onto the motherboard has failed. Considering the age of the computer, it is not worth fixing.
