I recently installed a GeForce 2 MX400 card and a 21" Viewsonic monitor with BNC connectors (don't know if any of these hardware additions is even relevant).

On some streaming video played through Quicktime both audio and video have a choppy, sort of echoing, appearance. Almost as if the stream started playing twice at a tiny time interval apart. I am connected to the net via a cable modem so the connection speed shouldn't be an issue.

DVDs also seem to have kind of an occasional catch in the video that keeps it from flowing smoothly. The discs are brand new--not scrathed. The box is a Sony VAIO with 1.2Gz Celeron processor. Any ideas?

try the latest nvidia drivers www.guru3d.com

You might try lowering the video hardware accelerator. I don't have quicktime installed at the moment but it might have it in preferences.
