As the title says, a few pairs of new wired headphones are incredibly quiet, with semi-normal volumes only appearing when every setting is set to the max. The troubleshooter has been unable to help, and I don't know how to fix this.
It's actually somewhat ironic that some of the best wired headphones have the dimmest sound when plugged in directly to your average computer motherboard's audio jacks. This is because they are built to be used with a wide-range of audio devices and have high impedance so that they won't be easily overloaded and blown out. Conversely, the cheap headphones designed to be plugged into smart phones and the like are built with low impedance. I have a dedicated sound card with a build-in amplifier that alleviates these issues. It can be matched to the headphone's impedance to obtain the best sound range.
