when i try to convert video to mpeg etc that comes up

i have read microsofts pages on this still confused

When i run windows encoder to convert a video file mpeg,asf whatever to wmv the error 0x8000ffff catastphic error comes up when i press error help.

this error happns with all video authoring program such as vegas 3, sound forge 6, tmpec ???

i hope thats explained the problem if not ill be back with more
