No web design wont count towards database development and do not concentrate on what technology is more prevelant because that can't be said. One company might use SQL whilst another company might use Oracle anothercompany might use PL SQL/Oracle.
One thing is though that usually to get into databases is a degree in computer science where you have specialised in databases would be more beneficial to you rather than any database certifications.
This is opposite of someone who wants to be a web designer where a portfolio is more important than anything else and someone who wants to get into support where certs and experience are better than a degree.
